The choice between unregulated AI innovation and halting progress to prevent risks is a false dichotomy. Instead, a balanced approach where technological advancement and smart regulation work together to maximize AI's benefits while minimizing risks is needed.
Emerging regulatory frameworks like the EU AI Act, the US Executive Order, and China's draft measures on generative AI demonstrate a global race to regulate AI. Each framework aims to balance innovation with safety and ethical standards, reflecting the diverse legal and cultural contexts in which AI is being regulated.
Technological innovation beyond current frontier models, such as Liquid Neural Networks, Objective-Driven AIs, and Generative Flow Networks, is necessary to address the alignment problem and contain catastrophic risks posed by advanced AI systems. Regulation can play a role in creating incentives for this safety-focused research while also addressing current institutional risks.
